WSPA Plays Key Role in Enhanced
Vapor Recovery
In 2000, the California Air Resources Board (CARB)
adopted sweeping changes to the rules governing vapor
recovery systems at Retail Gasoline Outlets and similar
facilities. WSPA worked closely with CARB staff to achieve
a proposal for Enhanced Vapor Recovery (EVR) that is
viewed as workable.
More recently, in cooperation with the California Air
Pollution Control Officers Association (CAPCOA) and
CARB, WSPA began the development of pilot programs for
equipment reliability tracking and in-station diagnostics
systems (ISD). These were items that CARB had included
in its adopting resolution for EVR.
The goal of the equipment reliability tracking program
is to provide statistically reliable data on the performance
of vapor recovery equipment in the field. It is expected
that data will be provided to owner/operators, equipment
manufacturers and agencies.
Fine-tuning the Requirements
Concerning the ISD pilot program, CARB’s belief is
that the experience gained through the program will
provide a basis for fine tuning the requirements for
ISD performance capabilities. The pilot program will
provide information for a technology review in 2002.
Throughout the year, WSPA worked with CARB and others
to clarify various requirements related to the EVR program.
In October, WSPA participated in the first of what will
be an ongoing series of meetings with CARB and CAPCOA
to begin moving on specific action items.
