Brown Cloud Issue
Takes Center Stage in Arizona and Nevada
Arizona Governor Hull's "Brown Cloud Summit," initiated
in the summer of 2000, searched for solutions to Phoenix's
urban haze problem. As part of the effort, several subcommittees
were convened including: an Inventory Technical Advisory
Group, an On-Road Mobile Control Group, an Off-Road
Mobile Control Group, a Stationary and Area Source Controls
Group and a Visibility Standard Group.
From the beginning, reformulated diesel was a focal
point of the summit. WSPA worked throughout the year
to ensure sound science and cost-effectiveness principles
were used in the selection of control measures. WSPA
also proposed a voluntary early introduction of low
sulfur diesel fuel for public fleets as a potential
mobile source control measure. The final Brown Cloud
report will go to the Governor in January and will be
debated in the 2001 Legislative Session. WSPA will file
a minority report on the brown cloud issue.
WSPA has also been actively involved in the SB432 legislative
subcommittee to address the "Brown Cloud" issue in Las
Vegas, Nevada. A final consultant report in the Fall
outlined potential control measures and provided recommendations
to the 2001 Legislature regarding governmental roles
and responsibilities for air quality programs in Clark
County, funding requirements, alternative fuels incentive
programs and motor vehicle emissions.
WSPA will work with the new jurisdictional agency in
the coming year to ensure that control measures will
be both cost-effective and feasible.
