2002 ANNUAL REPORT
Environmental Justice

Environmental Justice Policies Incorporated in 2002

WSPA continued to work with the California Air Resources Board and other interest groups on Environmental Justice (EJ) issues during 2002.

As an appointee of CARB's Neighborhood Assessment Project Stakeholders group, the Association participated in monthly workgroup sessions throughout the year. Much of the focus was devoted to CARB's EJ workplan as well as the unique issues surrounding Barrio Logan in San Diego and the importance of land use, planning, zoning, and other factors in siting commercial facilities relative to existing residences.

As part of their EJ outreach, CARB finished its Complaint Resolution Process and is close to finishing its Guidebook for getting involved. Work continues to better define neighborhood environmental issues and their corresponding solutions.

During 2002, WSPA also participated in the periodic meetings of Cal EPA's Interagency Working Group (IWG) on Environmental Justice chaired by Winston Hickox' office. And locally, regional External Affairs and Refining Committees worked hard to build on their relationships with neighborhood organizations, air districts and interest groups.
