Oyango Snell serves as General Counsel for the Western States Petroleum Association (WSPA) where he is responsible for all legal matters. Oyango also fills the role of corporate secretary and advises the President and the board of directors on corporate governance matters.
As WSPA’s chief legal officer, Oyango is also responsible for WSPA’s antitrust compliance program. Oyango recently served as the chief legislative and regulatory counsel in multiple states representing the Property Casualty Insurers Association of America (PCI) on critical issues impacting the insurance industry. Prior to joining PCI, Oyango spent his professional career in state government relations in both the public and private sectors in Columbus, Ohio.
He earned his law degree at The Ohio State University and holds a Master’s of Business Administration from Franklin University in Columbus, Ohio. Oyango completed his undergraduate studies at Central State University in Wilberforce, Ohio. Oyango is licensed to practice law in the State of Ohio and registered as in-house counsel with the State Bar of California.
He and his wife, Shauna, are the proud parents of two boys, Brennan and Carter.
