Donny Neel

Donny Neel joined WSPA in September 2024 as Senior Manager for Regulatory Affairs, Climate, and Environmental Policy. Donny leads efforts to integrate climate policy with regulatory compliance, helping guide the organization through the evolving energy landscape by driving policy development, overseeing compliance strategies, and tracking technology advancements in the energy sector.

Before joining WSPA, Donny held the position of Senior Regulatory Compliance Analyst at Puget Sound Energy, where he managed regulatory compliance for large-scale energy projects and conducted research on carbon accounting and environmental policies. Donny has an extensive background in renewable energy, environmental planning, and project management, and is a National Certified Floodplain Manager (CFM).

Donny holds a bachelor’s degree in environmental policy and a master’s degree in Infrastructure Planning and Management with a focus on energy systems from the University of Washington, Seattle.

Outside of his professional work, Donny is an active participant in industry panels on resilience and innovation in the energy sector. He enjoys scuba diving and exploring the Pacific Northwest through hiking and kayaking.
