Kevin Buchan joined the WSPA team in February 1997. In his role as Senior Manager, Bay Area Regulatory Affairs, Kevin managers regulatory development and affairs for the five Bay Area refineries at the Bay Area Air Quality Management District, the San Francisco Regional Water Quality Control Board, EPA IX, and others.

Prior to joining WSPA, Kevin worked for CH2M Hill in Sacramento as an environmental engineer. He was responsible for managing client air quality permitting, atmospheric dispersion modeling for EIRs and emission inventories, and multiple federal projects.

Kevin earned a bachelor’s of science degree in Chemical Engineering at the University of California, Davis. Prior to college, Kevin served in the US Army as a Russian linguist having graduated with honors from the Defense Language Institute, Foreign Language Center in Monterey, CA.
