“The legislation that created cap-and-trade was explicit that the landmark program must achieve the maximum technologically feasible and cost-effective greenhouse gas reductions and minimize economic leakage. These principles are core to the success of the program and critical to protecting Californians from even higher costs from climate and energy policy than they already are paying.
